This film is a complete farce, done without serious intent. Ralph Kidder, the sheriff, waits while he combs his hair which gets messed up when his clothes are removed for a frisking. There is a brief battle in which the sailor gets the sheriff's gun and forces him to be frisked also. Everything works out all right in the end.
