Shan Daymor plays the role of a sailor getting a tattoo from tattooist Bob Atkins. Don Wiseman and Al Strong are two cycle-hoods who make fun of the sailor, get some water colors and paint phony tattoos all over their own bodies. The unamused sailor pushes the rogues into the water and their "tattoos" are all washed away. When they come out of the water looking like two drowned rats, they attack the sailor, so naturally the tattooist pitches in to help him. Eventually the hoods are subdues, held down and the tattooist tattoos "The End" in the most appropriate section of their anatomy.
