The two young hoods are gambling when the cop comes along and points out that they are breaking the law and that he will have to arrest them. They plead with him not to take them in--possibly to make some on the spot punishment such as a spanking but then misdirecting his attention they grab his gun and hit him over the head with it. Then they take his uniform off of him and try it out for themselves, but the cop wakes up and jumps the boys and they go at it for quite awhile, until the cop finally subdues them, turns them over his knees and gives them the thrashing they so richly deserve.
